Custom biome using partial biome replacement can no longer generate

Steps to Reproduce:

1. Install the custom biome addon attached to this report

2. Create a new world with the addon and use the seed 7465006182408109594, or use the command /locate biome candy:candyland

Observed Results:

The game isn’t generating a custom biome

Expected Results:

The game should generate a custom biome, just like in 1.21.114.
