Speed of non-player entity doesn't affect their spear attack damage

Steps to reproduce:

1.open a world and summon 2 zombies

2.give one of them speed II effect

3.equip them with spears of any kind

4.turn your mode into survival, the zombies are trying to attack you

Observed result:two zombies takes player the same attack damage, not being affected by their speed

Expected result:the zombie with speed II should take more damage to player
