Custom skin gamerpic is stuck displaying the default classic gray head.

I am reporting a persistent and widely observed bug concerning the synchronization of custom skins to the player's profile picture/gamerpic, specifically in Minecraft Bedrock Edition.

Affected Version: Minecraft Bedrock Edition 1.21.114 (and prior versions).

The Issue:

The player's profile picture (the small icon displayed next to the name in the menu, friends list, and on Xbox Live) does not correctly update to reflect a custom-imported skin. Instead, it remains stuck displaying a default placeholder image: the classic Minecraft player head icon rendered in a gray/black and white color scheme.

Steps Taken and Observation:

1. I created a detailed custom skin using an external editor (Blockbench, Nova Skin, etc.), including the use of Layer 2 (3D elements).

2. I successfully imported this custom skin via the Dressing Room and am currently using it in-game (e.g., when playing on servers like The Hive, I see my custom skin).

3. However, the profile avatar (gamerpic) shown on my profile screen, in friends lists, and in multiplayer lobbies does not update.

4. This issue is persistent across the entire community; many players on large servers (like The Hive or Soul Steel) who use custom skins exhibit the same gray/classic head placeholder avatar.

This problem significantly detracts from the player personalization experience.

Please investigate this synchronization issue between custom skin files and the Xbox/Minecraft profile avatar system, as the bug appears to be widely affecting the player base.
