[MCPE-229936] Command block minecarts can be disabled by the game rule "commandBlockOutput"

When you enter a command in the command block minecart and activate it, the command will be executed as usual.

However, when you disable the "CommandBlockSenabled" game rule, the commands within the command block carts will no longer execute as usual.

I think this is a bug because in the previous version of Minecraft, the command block minecart was not subject to the game rules and no web page recorded this change.

I just noticed that your title and description do not mention the same game rule. Which game rule are you actually talking about? commandblockoutput or commandblocksenabled?
