“Touch only affects hotbar” hides movement buttons

Steps to reproduce:

1. Open Minecraft Bedrock on Android.

2. Go to Settings → Touch.

3. Enable “Touch only affects hotbar”.

4. Notice that the crosshair (+) appears, but the movement buttons disappear.

Expected result:

Both the crosshair and the movement buttons should be visible (as in older versions).

Actual result:

When enabling “Touch only affects hotbar”, only the crosshair appears and movement buttons vanish.

This bug started after reinstalling the game, most likely after the 1.21 update.

Please fix this so players can use both the crosshair and movement buttons together again.
