Clouds not moving, stuck on overcast

The weather seems to be stuck on overcast. The clouds are not moving, but the sun is. The skybox is dark, like when it’s raining, except it’s not. I have tried saving and exiting, then going back in. I have also tried exiting the game entirely, then going back in. It still persists.
