Game taking up 90% of RAM

When using vibrant visuals in game, I always experience heavy amounts of lag, not from the game taking up my CPU or GPU but it taking up all of my RAM (I have 48GB worth of Memory so this shouldn’t be possible). At the moment I'm not really sure what could cause something like this, but I might try and reinstall the game to see if that helps.
