Camel Husk can still enter a panic state when controlled by a mob

The latest changelog mentioned that 'camel husk can no longer enter a panicked state while it is being ridden,' but in the latest test version (1.21.130.27), this only applies to players. Camel husk still panics when controlled by a mob.
