New designs on first player dont show whereas second player can see and create the regular designs on banners.

In split screen, banner designs don't show on the first player's screen, whereas they do on the second player's screen

Please do not include multiple bugs in one report. Vibrant Visuals not working in split screen is intentional per MCPE-201865 , so I have updated this report to focus only on the banner issue.
