Black dots over large bodies of water

Whenever I have the graphics mode set to Vibrant Visuals, there are these black dots on the horizon whenever I’m looking at water. I don’t think it’s an issue with my computer, as I have pretty good specs. But I have seen online that other people with the same (or similar) graphics card have been having the same issue. My graphics card is a GeForce RTX 5070, if that’s at all helpful. Thanks!
