Villagers are not unlinking or restocking

Villagers are not unlinking or restocking I have no other job stations nearby that the villagers may be linked to. I've waited about 20 minutes and the villagers haven't restocked anything. Yesterday when I was traveling in unloaded chunks the villagers seemed to be able to unlink but I may be wrong. I've tried every villager type and nothing changed. I have some villagers that I've cured that won't interact with their job stations. But when I tried breaking and placing the job station belonging to a naturally spawned villager the villager didn't change jobs or unlink with their job but they at least interacted with the block.
