When I go to %appdata%\Minecraft Bedrock and go into all of the files I can’t find the resource packs, behavior packs, and the Minecraft worlds folder.

Your packs should be stored in the "Shared" folder in AppData/Minecraft Bedrock/Users/, and your worlds should be stored in a folder with random numbers. If you have signed in to other Microsoft accounts, there will be multiple folders with random numbers. Make sure to check all of them.
If you cannot find your packs or worlds in these folders, please attach a screenshot of what you see.
