Axolotls not spawning

I have been looking for axolotls across multiple worlds including one freshly created world in an attempt to get the achievement. Regardless if I am on my android phone, my Xbox One, or my Switch 2 there are no spawns in any of the lush caves I have found. I even used chunk base to find fresh ones that line up with current generation algorithms more appropriately and I've still had no luck. I dug out, replaced with clay blocks, and then proceeded to flood a generous section of one of the bigger lush caves and an attempt to force higher spawn rates and I have made zero progress. I know this is something that is hard to prove and the most I could give you is the screenshot of an empty flooded lush cave, but I fully believe they are currently not spawning at all
