[MCPE-2327] Torches cannot be placed on the top half of half slabs

When i tried to place a torch on the top half of a half slab i expected it to be placed but however, it did not get placed. This happens with auto jump not jumping up onto half slabs and works with beds.

as for beds beds are one-sixteenth of a normal block taller than slabs
