Both outside of the games and in them, I open the dressing room to change my skin but it just loads and even after waiting for ages, it's still loading. The only things that fixes it is restarting my device or, rarely, closing and re-opening Minecraft. In the rare times it does finish loading, I can't use my owned skins, if I select “classic skins” it just turns the skin into Steve or one of the other default characters. I don't know why this is happening, I'm connected to the internet and it's also been happening across other devices.

@OcelotOnesie Yes. Only sometimes does an error notif (next time I see it, I can screenshot it if you like) pop up in the screen. The rest of the time it's a just loading infinitely.
Luckily, when I just opened Minecraft on my phone to check, it had it right there for once instead of just the loading circle (it's the same thing that pops up on laptop/computer too)
The few times it does load, I still can't access my owned skins and only the defaults are available.
The blank characters that are meant to be showing my list of skins don't load and when I press ‘create character’ and then ‘classic skin’ it doesn't send my to my downloaded skins, it just puts on a default without my choice. When it does work, the skin I'm on, (instead of a loading circle) is automatically Noor (a default skin) and the ‘create character' button turns into 'edit character’ and then I can go to my files where my skins are
This has happened to me many times on many different versions, its extremely glitchy but often after restarting minecraft it should work again
*it also affects the emotes if you want to change which emotes you have ready
