Cannot open Customize Controls – “already open” error on Android tablet, even though it isn't open

When trying to open Settings → Touch → Customize Controls, the game shows the message “There is already a touch control customization screen open”, even though no customization screen is actually open or visible.

Because of this, it becomes impossible to customize touch controls.
