[MCPE-234825] Custom skins were not loading offline

Custom skins do not load in offline mode in Minecraft BE/PE versions 1.21.30 and 1.21.31 When the game is started without an internet connection, the player appears with the default Steve/Alex skin. The custom skin loads correctly once an internet connection is restored pls fix it
