In the attached screenshots, you can see that when there was no kelp, the dog would circle around the glass and teleport around outside, but not into the tank. But once I added kelp, it would teleport in and begin to drown. Note that in the image with the tank two tall, the kelp needed to be two blocks tall for it to teleport because wolves presumably also check the block above as well.
Wolves won't teleport into water so that they won't drown in aquariums and it shouldn’t for water logged blocks. But they will teleport into kelp because it is technically not water and can be more then two blocks tall.
Until this is fixed, you can stop this from happening by placing the lowest block of kelp at least one block higher or lower then where the player can stand. Even outside of the water
this has never happened to me but it has to my sister.
