If you leave a world as you loose an effect, the effect no longer shows in the top right corner but you continue to create particles and the effect still applies. It can't be removed, and continues to cause problems with minigames.
The easiest way to recreate it is to set up a repeating commandblock with 1 second effect duration then log off the world when you have turned it on. So far it has happened with strength, resistance, and fire resistance but I think it happens with all effects.
