Cannot place items in the hotbar in Creative mode

In minecraft pocket edition, whenever you create a creative world, when you open the inventory and try to drag or place some items inside your hotbar, the game just highlights the item but doesnt let you directly place it in the hotbar slot, making the creative mode unplayable. ive also linked a video showing my touch controls not being able to select those items.
