I came across a zombified horse ridden by a zombie in a plains biome (I did some research), which is normally impossible to obtain in survival mode (I am playing on Nintendo Switch, I do not use any mods, I do not play on a server, I play solo, and I do not have any plugins or texture packs).
Update: I found the world Seed. Seed: -2950016902645339857. Coordinates: -108, 91, -957.
Re-update: Tested the exact same seed and coordinates (-108, 91, -957) in a new creative world. The entity did not respawn. This confirms it was a very rare, non-reproducible entity loading glitch from that specific session.

@BlackFish793 Actually, according to the official Minecraft Wiki and game mechanics, Zombies are not programmed to spawn on Skeleton Horses. Only Skeletons can spawn as riders during a 'Skeleton Trap' event. This is a rare entity loading glitch, not a feature.
