When creating a world with a certain amount of addons, the world has missing textures

Whenever I create a world with 10 addons, the blocks and items in the world has missing textures. This issue was fixed in v26.2 but became an issue again as of this update.

Steps to reproduce

1. Create a world (using the better on bedrock dynamic world)

2. Add the addons shown in the image

3. Load the world and you will see the issue

Before 26.0, I had no issue loading 10 addons and usually the world would load normally with no issues. This became a problem in 26.0 to 26.1, fixed 26.2, and became an issue again ever since 26.12
