[MCPE-238063] Global Resources reset to default automatically

Summary

Global resources are automatically reset every time the game is restarted.

Steps to Reproduce

Enable global resource packs.

Close the game.

Relaunch the game and wait on the main menu.

An error message "Global Resources Reset" appears.

Expected Result

The resource packs should remain applied and function normally.

Actual Result

The global resources are reset, and an error message is displayed.
