Since the 26.13 update, custom background textures (textures/ui/background) are no longer appearing on the main menu. This feature was working correctly in previous versions, but now the default panorama remains despite the resource pack being active. This happens in single-player mode on Windows.

Your custom panorama textures aren’t showing because Vibrant Visuals is enabled. If you want them to be shown while Vibrant Visuals is enabled, you need to change the Vibrant Visuals panorama textures.
Copy your custom panorama textures to textures/ui and rename them to the following:
panoramahdr_0.png
panoramahdr_1.png
panoramahdr_2.png
panoramahdr_3.png
panoramahdr_4.png
panoramahdr_5.png
