Resource pack custom background textures are not being applied since v26.13

Since the 26.13 update, custom background textures (textures/ui/background) are no longer appearing on the main menu. This feature was working correctly in previous versions, but now the default panorama remains despite the resource pack being active. This happens in single-player mode on Windows.
