When harvesting crops by hand in Creative mode, no items drop. Items should drop when harvesting crops, even in Creative. I confirmed that Tile Drops are ON, so that isn't the issue.
Interestingly, when farmland with planted crops is destroyed by an explosion, the correct crops do drop.
Blocks are not supposed to drop when broken by players in Creative mode.
