Baby zombies and other baby zombie like mobs. When they ride horses and other similar mobs have difficulty attacking players. If you stand in front of them they can’t reliably hit the player. The horses hit box is too large for the baby zombie to consistently hit the player in some cases you can stand in front of the horse and the baby zombie won’t do anything and can’t attack. The baby zombies hit range should increase while riding the horse to fix this issue.

The same problem occurs with
Donkeys, Mules, Zombie horses, and Skeleton horses if a zombie, husk, drowned, or zombie villager is riding them.

Steps to reproduce:
Spawn a baby zombie with the ability to ride mobs enabled.
Place a horse, donkey, mule, zombie horse, or skeleton horse nearby.
Allow the baby zombie to mount the mob.
Stand directly in front of the mounted baby zombie and observe its attack behavior.
Observed result:
The baby zombie is unable to attack the player consistently while mounted. Moving around the mob further demonstrates the issue, as the baby zombie becomes easy to avoid and kill due to the large size of the horse-type mob compared to the zombie’s attack range.
Expected result:
The mounted baby zombie should be able to attack the player consistently damage the player.
