Arrow shot by a skeleton hits the player even if blocked by a shield

If you block an arrow from a skeleton with a shield, there is a small chance that the blocked arrow will hit the player when it bounces off. I don't know if it's is intended or not but I’ve lost my hardcore worlds because of this. On the screenshot you can see how the player killed himself. This is because the arrow bounced off and the hit me. I have to admit that I looked down, so the arrow probably bounced down instead of away.

I think the step by step tutorial is by spawning a skeleton and looking down with a shield (the skeleton has to be 3 or 4 blocks lower than you)
