/fill and /setblock commands not working

Sometimes whenever I try to use /fill or /Setblock on a superflat it does nothing and it only says “cannot place blocks outside of the world”. It happens randomly but does happen more often when you get further away from the coordinates you want filled. I try to fill in the air with stone but it just tells me I can’t and ends up doing nothing.
