Customize control doesn't apply to boat buttons

Customize control controls the size of joystick or dpad, jump but not the boat control buttons. It is too small and in the corner. The size used to be controled by mobile menu sized but I assume it’s deleted, and expected to be replaced by customize control. But obviously it just doesn't work at all. I have tested from 1.21.51 to 1.26.40, in none of these versions customize control work to the boat buttons. And the positions of those buttons are never controllable.
