Banners are not swaying in the wind

Description: banner fabric is no longer swaying in wind when it did in previous updates

Steps to reproduce the issue:

1. Place a banner down either on a wall or the ground

2. Observe the banner fabric’s movement (or lack thereof)

Expected result: the fabric of the banner should be swaying slightly

Actual result: the fabric of the banner stays at a slight angle from the pole and does not move

Banners occasionally sway but go back to stiff after reloading the world
