Zombie villagers summoned with the villager_converted spawn event move unusually fast

When summoning a zombie villager with commands with the villager_converted spawn event, the zombie villager spawned moves significantly faster than expected.

To reproduce this:

Create any world

Set the world to night to prevent the zombie villager from burning

Spawn a zombie villager via spawn eggs

Summon another zombie villager with /summon zombie_villager ~~~ ~~ villager_converted

The zombie villager spawned with commands moves much faster than a zombie villager spawned by other means.

The expected result should be the zombie villager moving at the same speed as it does when spawned naturally, it instead moves much quicker.
