Steps to reproduce the issue:
1. Create a behavior pack with `format_version` 1.21.40 or higher.
2. Define two custom entities with identical `minecraft:explode` components except for `knockback_scaling`.
Example A:

3. Spawn each entity next to a test entity with identical health and armor at the same distance.
4. Trigger the explosion and record the direct explosion damage taken, without fall damage or other secondary damage.
Expected result:
The test entity takes the same damage from both explosions because `knockback_scaling` should only scale knockback force. Explosion damage should be controlled by `power` and `damage_scaling`.
Actual result:
The test entity takes less damage when `knockback_scaling` is lower, even though `power` and `damage_scaling` are identical. This shows that `knockback_scaling` is incorrectly scaling explosion damage.

I've attached the MCAddon (ExplodeKnockbackTest.mcaddon). It adds two spawn eggs with identical minecraft:explode settings except knockback_scaling: one is 1.0, the other is 0.0. Spawn each in survival from the same distance (3 blocks). Expected: same explosion damage, only knockback differs. Actual: the knockback_scaling: 0.0 entity deals less damage. Thanks.
