The new minecraft:clouds component only supports from -64 to 320 which does not match the dimensions bounds limit. This is also confirmed by a dev to be bug.

Download the attached pack
Import to Preview
Notice the Content Log error
Expected result:
ss_preview:dimension_errorshould parse correctly
Actual result:
ss_preview:dimension_errorresults in this error
