Whenever I try to convert hay bales into a stack of wheat it only converts to 63 not 64

7 hay bales, with 9 wheat each, converts into 63 wheat (7*9=63) Doing the reverse, 63 wheat becomes 7 hay bales. 64 wheat would become 7 hay bales and one extra wheat.
