Cobwebs do not render as an item in inventory or on hotbar

Holding a cobweb shows it in your hand, but not on your hotbar and not in your inventory in general. (Ik this screenshot is in a world with resource and behavior packs, but I also tested it in a world without any resource or behavior packs and the cobweb is still invisible.) Also throwing the item on the ground is visible.
