The water does not update correctly when stairs are placed in a certain configuration. The water only updates after another block update occurs.
How to reproduce:
Place stairs on all four sides of a single water source block, with the stairs facing outward, in a pool of water.
Remove the water source block in the middle.
Remove all four stairs.
Observe that the surrounding water does not update until another block update occurs.
