1. Create and fully explore a locator map.
2. Put filled locator map in top slot, regular empty map in bottom slot of cartography table.
Observed: The copied map gains locator/compass function without consuming any compass item.
Expected: Copies created from regular empty map should not have locator function. Compass should be required for locator copies.
