Cartography table: Unopened locator map loses locator flag when copied with regular empty map

Description:

Steps:

1. Prepare an unopened empty locator map and a regular empty map.

2. Place both items in cartography table.

Observed: Both resulting maps lose the locator property after copying.

Expected: New copies should inherit the locator flag from the source locator map.
