Loading boxes not opaque when loading settings screen sections with screen animations turned off.

How to reproduce:
1. Go to video settings
2. Turn off screen animations
3. Go back to the main menu, then click play
4. Click create new world, then click create new world from create from template
5. Click the tabs on the left, and observe the loading box on the right using a fully opaque gray
6. Go back to the main menu and go to settings
7. Click the tabs on the left, and observe the loading box on the right using a transparent black

Observed results: The settings screen uses a transparent black color while loading.

Expected results: The settings screen should use a fully opaque gray, matching the create new and edit world screens.
