Dispenser placement order bug

Dispensers fire in the order of placement when first placing them instead of the correct West -east north- south order which is really annoying when building something related to this mechanic because you have to relog each time u place some dispensers /and because mechanics change on relog it should be the same before and after

Steps to reproduce the issue -

Place 2 dispenser facing the same block then fill them both with powdered snow

Expected result - the one facing east fires first therefore placing the powdered snow while the one facing south can't place it therefore drops it

Actual result - dispenser ignore directionality and just fire in order of placement
