Can not upload classic skins and skin packs in Minecraft Bedrock

I built a skin pack and I loaded the pack into Minecraft. I was shocked to show that it said that there was no skins in the pack. I thought I had built the pack wrong so I used a website to build it for me. It also showed no skins in the pack. I also can not Import a classic skin texture into Minecraft.
