When the composter fills up, it gets stuck at the final level without producing any bone meal. This issue persists even after restarting the game or destroying and replacing the composter; it rarely starts working again, and in any case, it will inevitably get stuck once more after producing bone meal a couple of times.

This happens to me, too, with some clarification: sometimes the level in the composter goes up, the back down. A few levels in the composter later is when the glitch happens with the final level, when normally it would switch to the image that lets you know you can collect the bonemeal. Also, when it freezes for me, if I save and exit, then completely close Minecraft before going back in, then it will work again 1-3 times before getting stuck again.
I tried twice to save this comment with a photo and it gives me an error, so I will try saving the comment without the photo.
Further behaviour:
- shift-clicking the side of the composter with some items in-hand “updates” the composter and it shows the level as one layer less than full. (no change with a compostable item or empty hand, but seems to work with most other items)
- the “composter stuck at last level” bug seems to occur more often with a hopper under the composter
