Ore UI doesn't rubber band when scrolling on touch devices.

How to reproduce:

1. Go to a JSON UI screen (e.g. Marketplace)

2. Start scrolling

3. Observe JSON UI rubber banding when hitting the top and bottom

4. Go to an Ore UI screen (e.g. Servers Tab)

5. Start scrolling

6. Observe Ore UI not rubber banding when hitting the top and bottom

Observed results:

Ore UI doesn’t rubber band when hitting the top and bottom of a scrollable area.

Expected results:

Ore UI should rubber band when hitting the top and bottom of a scrollable area, matching JSON UI.
