IME flickers and Json UI container closes when switching between two text boxes on same page

In Ore UI or Json UI, when two text boxes are shown on the same page, clicking the first text box and then the second makes the IME flicker several times. In Json UI, the container closes after the flicker.

Steps to Reproduce

1. Open a page containing two text boxes in Ore UI or Json UI.

2. Click the first text box.

3. Click the second text box.
