[MCPE-24646] Cape not displayed, when wearing a cape skin from the Minecon skin pack

What I expected to happen was:
The cape to appear when using one of the skins from the MINECON skin pack

What actually happened was:
The cape doesn't appear when using one of the skins from the MINECON skin pack

Steps to Reproduce:
1. Choose a skin from the minecon 2016 pack
2. Look at your back in 3rd person
