Fishing Rod Bobber Doesn't Activate String in Water

If a fishing rod is casted into water with a tripwire above it, it does not activate the tripwire. On other versions, it does. This hurts potential for fishing minigames where the fish are counted by tripwires, are requires messing with command blocks to do so.

Cast a fishing rod into water with a set tripwire above it. The tripwire does not respond with a sound nor redstone signal.
