Impulse Command Blocks Won't Change Type

This issue started happening out of nowhere while I was working on my creation and now it won't stop. I have no idea how or why this started happening. As you can see in the screenshot, the block type is set to repeat on the left but the block type is set to impulse on the bottom right. This happens with chain blocks as well. I even tried giving myself a repeating command block directly and this still happened. The affected command blocks, even though they do change colour, still behave like impulse blocks. Ever since this issue started it hasn't stopped. It affects every new command block I place. This bug is extremely annoying and I do hope you guys find a solution.
