Rails don't drop when block beneath is broken

Minecart rails of all types should turn into entities when the block beneath them is broken.

To reproduce

Place rails on block
Break block under rail

Expected outcome
Rail should turn into an item entity and fall to the ground

Actual outcome
Rail stays in place and "floats"
