Hunger bar wont fill or allow player to eat

I started playing the newest version of minecraft better together. After playing on a realm I wanted to bring back a old map I loved and see how it looked with the enhanced graphics. After it loaded up I realized my Steve won't eat unless his bar is down 5 hunger and when he does it won't fill up 100% as well he won't regenerate health.
