I tried to lure cows using wheat. they follow normally when on a flat and constant surface.when the cow jumps on to another block the cow stops following me. after a while the cow starts to follow and again when it jumps to another block or get down from a block it stops.this happens to all animals like pigs, chickens, sheeps
